Peter Ludgin, Agents For Change

Peter A. Ludgin
Executive Director
Agents for Change

Peter has extensive Capitol Hill experience working in both chambers of Congress and for Members that represent both east and west coast constituencies.

Peter held several positions in Senator Joseph Lieberman’s (D-CT) personal office including Legislative Assistant and Appropriations Director. He also spent two years on the Senate Governmental Affairs Committee serving on the majority staff as a Professional Staff Member. During his time in the Senate, which spanned from 1993-2001, Peter worked on several issues including: financial services, commerce, the environment, trade, transportation, executive branch oversight, federal nominations, and securing federal appropriations.

After providing advance work for Senator Lieberman during the 2000 presidential race, Peter accepted the position of Washington Director for Representative Loretta Sanchez (D-CA). In this capacity, he was responsible for the oversight of all Washington, D.C. operations. This included preparing the legislative agenda, drafting speeches, securing federal appropriations, and creating newsletters and targeted mailings. During his tenure, Representative Sanchez was chosen by Minority Leader Pelosi to serve as the third ranking Democrat – and ranking woman – on the Select Committee on Homeland Security. Peter served in the House of Representatives from 2001-2003.

After leaving Capitol Hill, Peter spent two years at Bonner & Associates, the nation’s preeminent grassroots lobbying firm, working on behalf of Fortune 500 companies. In his role as Staff Director Peter devised legislative and regulatory campaign strategies and managed grassroots/grasstops campaigns at the federal, state, and local levels.

Peter started in his role as Executive Director of Agents for Change in December 2005. However, he has been allied with Agents for Change since its inception in August 2004. Peter was responsible for holding focus groups across the country to ascertain whether insurance agents and brokers support insurance regulation reform. He is responsible for building the association from the ground-up and is accountable for policy and political decisions, advocacy, recruitment, press, finances, and web-content management.

Peter graduated from the University of Colorado with a Bachelor of Arts degree in political science in 1991. He currently resides in Washington, D.C. with his wife and two daughters.
